Turkish Citizenship by Investment for Chinese Citizens
Chinese citizens may apply for Turkish citizenship through the investment routes available to foreign investors.
One of the most commonly used options is real estate investment. Under the current rules, a foreign investor may qualify by purchasing eligible real estate worth at least USD 400,000, subject to a restriction preventing the property from being sold for at least three years.
Other investment alternatives are also available, including certain USD 500,000 investment routes.
However, completing the investment is only one part of the citizenship process. The applicant's identity and family relationships must also be properly documented.
For Chinese families, this is where careful document preparation becomes particularly important.
Birth Certificates for Chinese Applicants
One of the most common questions we receive is:
“I do not have a standard birth certificate. Can I still apply for Turkish citizenship?”
Potentially, yes.
Many Chinese applicants particularly those born before modern birth certificates became routinely available do not possess a birth certificate in the format commonly expected in international immigration procedures. This does not necessarily prevent a Turkish citizenship application. Depending on the applicant's records, the necessary personal and family information can be collected from Chinese documentation, including Hukou records and information identifying the applicant's parents.
Based on the available supporting records, an appropriate birth document for use in the Turkish citizenship procedure may then be prepared through Hong Kong.
This is different from simply submitting a Hukou Book as a substitute for a birth certificate. The purpose of the Hukou and related records is to establish the information necessary to prepare the appropriate documentation.
Hukou Book Requirements
The Hukou Book can play an important role in Turkish citizenship applications involving Chinese citizens.
Its relevance depends on the applicant's family circumstances.
For example, where additional evidence is required regarding a child's parentage, the father's Hukou Book may be sufficient for the relevant part of the document preparation.
Documents intended for official use in Türkiye must also be prepared with the appropriate authentication formalities, including apostille where required.
Because Hukou records can contain important information concerning family relationships, names and household registration, they should be reviewed before the citizenship application is filed.
Marriage Certificates: Submit the Complete Document
Chinese applicants should provide the complete marriage certificate, not merely the page containing the names and photographs. In our current practice, the document should be prepared from the cover through the final page.
This is important because Turkish authorities may need to establish not only that the marriage exists, but also the relevant dates and civil-status history of the applicants.
Divorced and Remarried Applicants: Previous Marriage Dates Matter
This is an increasingly important issue for Chinese citizenship-by-investment applicants.
If an applicant was previously married and divorced, the divorce document should be reviewed carefully. If the divorce document does not show the date of the previous marriage, an additional official document showing that marriage date should be obtained.
For applicants who later remarried, the documentary chain should allow the authorities to understand the complete chronology:
Previous marriage → divorce → current marriage
Simply proving the divorce may therefore not always be sufficient.
This is one of the areas where reviewing the documents before apostille and translation can prevent unnecessary delays and additional document requests later in the Turkish citizenship process.
What If a Child Was Born Before the Parents Married?
This situation requires particular attention.
Where a child was born before the parents' marriage, additional documentation may be required to establish the child's family relationship for the Turkish citizenship application.
Based on our current case practice, the document package may include:
the mother's birth document;
an official document showing that the mother was unmarried until at least 10 months before the child's date of birth;
the father's Hukou Book; and
a notarized consent from the father.
These documents should be prepared with the appropriate authentication and apostille formalities before being used in Türkiye.
This issue should ideally be identified at the very beginning of the case. Discovering it after the investment and citizenship application have already progressed may result in avoidable delays.
Children Approaching the Age of 18
Timing is particularly important when a child included in a Turkish citizenship application is approaching adulthood.
For purposes of inclusion as a minor child in the family's citizenship process, it is important to consider the child's age when the citizenship process is concluded, rather than looking only at the child's age when the application is initially filed.
Families with a 17-year-old child should therefore obtain case-specific advice before proceeding, as the expected citizenship timeline may become highly relevant.
Criminal Record Certificates
A criminal record certificate is another important document in the citizenship procedure.
For Chinese applicants, the reason stated when obtaining the Chinese criminal record can also be relevant in practice. We currently work with criminal record documents obtained for the stated purpose of a Turkish visa where appropriate to the case.
Based on our current application practice, a criminal record certificate should generally be used within six months.
Because validity periods and document requirements may affect the application timetable, applicants should avoid obtaining time-sensitive documents unnecessarily early.
Certificate of Single Status
Where a certificate proving that an applicant was unmarried is required for example, in certain cases involving a child born before marriage the document should also be timed carefully.
Based on our current practice, the validity period applied to a certificate of single status is generally six months.
The contents of the document are just as important as its date. It must cover the relevant period required to establish the applicant's civil status.
Parental Consent: Validity Period
Where parental consent is required for a minor child's application, the consent document should be correctly notarized and authenticated.
Based on our current case practice, the parental consent document has a validity period of one year.
The exact wording should also be reviewed before notarization to ensure that it is suitable for the Turkish citizenship procedure.
Can Documents Be Prepared Through Hong Kong?
Yes. Hong Kong can be particularly useful in Chinese Turkish-citizenship cases.
Depending on the applicant's circumstances, documentation prepared through Hong Kong may include not only powers of attorney or consent documents but also birth and civil-status documents.
Hong Kong notarization and apostille procedures currently take approximately 10 days in our practical experience, although processing times can vary.
This can provide an important alternative for Chinese applicants whose original records do not exist in a format readily usable for the Turkish citizenship procedure.
Apostille Requirements for Chinese Documents
Documents issued abroad for official use in a Turkish citizenship application generally need to satisfy the applicable authentication requirements.
For Chinese applicants, apostille planning should therefore be considered before documents are sent to Türkiye.
A common mistake is to collect documents first and only later determine whether their form, contents or authentication are acceptable.

Before Preparing Your Documents
Chinese applicants should ideally have their family and civil-status documents reviewed before obtaining apostilles, translations and notarizations.
A document may be genuine and properly apostilled but still fail to contain the specific information required for the citizenship file.
This is particularly relevant for applicants who have been divorced, remarried, have children born before marriage, cannot obtain a conventional birth certificate, or have children approaching the age of 18.
